Think perhaps this may have come from a phrase well loved by National Service drill instructors - NAAFI - no ambition and f-all interest?

I heard the word originated in Polari. That might be wrong though.

apparently naff was a term used by slauxesomoh (reverse not allowed to say it!) when being it was illegal for being that way inclined. the term stands for Not Available For gnikcuF (again)
