In your article it is stated
"He headed to the British High Commission where the Commissioner, Jim Moffatt greeted him with the words, 'Do come in, would you like a cup of tea?'."
In the movie, Woods asks the secretary for the High Commissioner and she makes a telephone call and then replies that the High commissioner is away but the Deputy High Commissioner would see him.
