Which comes first?

I once lived in Australia. We had a tea break every afternoon at work when a lady would come around with a tea cart. It was a marvelous break in a hectic day. There was one thing that there was a saying attached to and I am terribly afraid that I have forgotten which way it goes because upon returning to the states I have returned to using teabags....It was "you add tea to the water NOT water to the tea" or was it the other way around? I have disremembered it. HELP!?!

You add the water to the tea but don't use boiled water; switch the kettle off just as it's coming to the boil winkeye

I always thought the water should be boiling so the flavour infused properly erm .
