Flawed Proposition?

I'm not sure I agree with the proposition of the Librarian's Paradox.
From the premise given there is no reason to assume that the catalogue that lists catalogues that do not list themselves should itself be a catalogue that does not list itself. Therefore, I do not see this as a paradox as the premise for the propositon of the paradox appears to have been engineered in such a way as to force its creation.

If such a catalog does not list itself, it is an incomplete catalog. There is no such thing as a complete group of all non-self-containing groups.
