Many small towns and older towns and cities use the PO Box system. Some "new urbanist" towns, such as Celebration, Florida, attempted the PO Box system but it caused a traffic nightmare when everyone prefered to drive to the Post Office rather than walk 20 min (it was located in easy walking distance to facilitate a pedestrian town). Then everyone got private mailboxes.
