Now I have a general question about Roman settlements: who owns the land? Does ownership remain with the empire and tenants lease it? And, who owns the buildings? Was the philosophy about settlements one of, "If you build it, they will come?" Just wondering.

I'm not really sure, but I think it was mostly privately owned, though people may have had to buy it from the Empire in the first place.

BTW, i followed your referenced entry for "Town" and spent some enjoyable time reading about that too, plus Brief History, plus...

This feature relates directly to my favourite period, sub-Roman Britain, so it would be great to be able to include it.
