Obviously the opposite of Probability. It is the value of likeliness something will NOT happen, and its values are far higher than Probability factors. This is the sole reason the attentions of scientists and researchers were turned from Probability to its other half. Since the values are so much higher, it is far more powerful than the previously used Probability, and therefore ships (or, at least it will be the plural when more ships are fitted with the technology - at the moment , only one ship, the Heart of Gold, possesses this device) are now being fitted with the new technology.
