I'm from NY originally and the mayor there has made great strides in dealing with littering over there and it has carried over into other urban problems. We live in Gillingham now and I'm constantly appalled at how everyone feels it is okay to leave their litter all over the place. Market day is especially bad. I have a son who is 2 and a half now - we have our own approach to the litter issue. We take a walk nearly every evening and he brings his toy baby buggy. On his own, he stops and picks up every piece of litter he finds on the way to deliver to the nearest bin. As he does this, I follow with a loud rant, saying things like, "Isn't it sad that a two year old knows that rubbish does not belong on the floor, but in the bin? It really isn't your job but I'm glad it bothers you enough to fix it!" We see how much impact it has over time. I have a feeling his friends may have to hear that speech from him in a few years time. Peer pressure, one child at atime...
