The answer form the UEFA web site:
In case of a virgin draw (0-0) between France and Italy and a 3-0 victory by Holland over Romania, a ratio of the number of points obtained during the qualifications of WC 2006 and Euro 2008 as well as a coeficien of the results of these teams durinmg both competitions will be applied.
That ratio is:

Italy : (23 + 29) / (10 + 12) = 2,36
Roumania : (25 + 29) / (12 + 12) = 2,25

Italy is qualified in the end, because of a better ratio.

Its all too complex. Why not just say that the team with he higher FIFA ranking makes it to ne next round?

I bet we'll see a Romanian victory over a second string Holland side & no need for these crazy coefficients. It would be laughable if it came to that.

I hope that they don't let you down. I never rated Zidan as highly as I do now during his football career. Sometimes you see a player week in week out and get used to him and take for granted how talented he is. Just look at France now! I guess if they get a penalty tomorrow no one will be brave enough to take it, and the one who takes it will simply miss the target. They look so ordinary (or less than ordinary), almost scared of playing football.. no one wants to take responsibility, no one wants to stand up and move the team. Only Ribery seems to have spring in him. Unfortunately he does not have the talent to move a team. France were used to having it too easy. For a decade they had a playmaker who got the best out of his team mates, who made them shine, look good, confident, win matches. They had a regular penalty taker who never missed even in high pressure situations, and scored the crucial goals.
The French party is all over now. Back to square one. And guys, enjoy watching genius when they are playing. Christiano Ronaldo for example - he is massively talented and we are watching him in action! What a treat!

if romania lose 2-0 and italy draw, then romania should defninitely go trough, or its a huge farce, as they would have -2 diff and italy -3. SIMPLE
if they are however deadlocked, then it should go to the team with the most corners or shots e.g
it is completely unfair and discriminating, to use rankings, or results from qualifiers, these uefa people are really crazy.
what ever happened to the old toss of a coin, which got celtic into a european cup final ???

they also have plenty of time to organize a penalty shoot out the next day, theyll even get more revenue, which seems ot be important to them - WHO GETS ALL THE MONEY BY THE WAY????

How about the Beeb giving us a break from Motson and his truely awful sidekick Mark Lawrenson. I much prefer the five live comentary on interactive but why the heck do they constantly break from the football to give us the tiddlywinks results or any such nonsense from any other sport taking place - do they really think that I want a motoring or golf or horse racing report whilst I amm tryingv to listen to a gripping game of football? The aunty is ailing. Someone pull their finger out.
