The ECB probably aren't happy with the IPL and ICL because they want to add 5 more tests and 15 ODI's to the english summer. England already play the most test cricket out of all the nations, a compromise could easily be made.

I for one would love to see england players in this comp.

If England players who are struggling to make ends meet so they can feed their families two square meals a day playing IPL, why prevent them - england has a lot of poor people and India is offering financial sustenance to these blokes via IPL - ECB should encourage this

India will become the largest donor nation in the world soon

I think English players should go wherever good cricket is being played (The big money is a bonus of course)
For donkeys years Oz players, Kiwi players and SA players have played cricket in the English county series, because it was the best club cricket in the world, but they still went home and played for their countries. Why can't poms do the same.
The best cricket is being played in the sub continent now (and in Aus of course)
Surely the English could do with the experience. Even the World Cup winning rugby captain, Martin Johnson, played his club rugby in New Zealand.
Don't you think a bit of international experience would improve the English effort ? ?

There may well be a silver lining to having less oversea players in the county arena. It should give more chances to English qualified players to perform at county level and there fore increase the pool of players for England to choose from in picking a national side.
With regards to the IPL and sepcifically those that are invited to play within the competition for those huge salaries.. why not ? It strikes me as really odd that up until now, most counties only contract their players for the duration of the season - how can they then dictate to the players, who have a possibility of earning a decent wage that they are not allowed to play IPL when the counties themselves cannot even be bothered to contract them for a full year ?

Jumping to the other entity, the ICL - sooner or later a player or players are going to test this in a court of law. Its restraint of trade and tantamount to co-ersion (had to change the word here) what the ECB are trying to do here. Saying that, the ECB are being told by ICC who are in turn being dictated to by BCCI on this one - regardless of that the ECB has to abide by this country's laws and I think they are on dodgy ground.

Perhaps now is the time to completely give up on test and county cricket and rely solely on the biff bash of 20 20 our top class players cannot cope with playing 2 distinct types of cricket, see Kevin Peterson and others getting out because they can no longer apply themselves fully and play a constructed innings.

Wow the chairman of the ECB must think Grace and Compton are still playing. Surely, KP will just reject the offer of an ECB central contract, get his cash from the IPL and can England really afford not to pick him?
