Is the league cup rigged?

Over the last few years i've noticed that come the 1st round of the league cup there are few,if any, all championship games.
I have'nt seen today's full draw but i'd put good money on there being no more than one all CCC clash(if that)
So that's the question,Rigged? or unofficially seeded?

the draw is split into a north south thing, then split again with championship n top half of league one in one bag n bottom half of league one n league 2 in the other.

a third bag decides who plays at home

personally i do not think that it is fixed, i think that the tie of the round is Rotherham United vs Sheffield Wednesday i cant wait

I think the system's rigged in favour of "higher than thou" clubs anyway. I look forward to going to Swindon, however, win or lose, as the town's a lovely place: make a day of it and go see the railway museum, the town centre and have a nice pub lunch nearby the stadium.
