Northern Ireland Committee: On the Runs
MPs took evidence for the inquiry into the administrative scheme for "on-the-runs".
The committee heard evidence from:

This inquiry was prompted by the arrest of Mr John Downey, an "on the run", at Gatwick airport in May 2013.
Mr Downey was charged with the Hyde Park bomb attack of 1982 in which four soldiers were killed.
The Old Bailey was told he had received a clear written assurance from the Government that he would not be tried.
The Good Friday Agreement meant anyone convicted of paramilitary crimes would be eligible for early release.
The 1998 Agreement did not cover those suspected of such crimes, nor convicted people who had escaped.
