Ten Minute Rule Bill


On 12 November 2013, the MP for Westminster North, Labour's Karen Buck, introduced a ten minute rule bill to regulate the construction of new basements and extensions to basements.

Ms Buck said house prices in the capital were "enough to make a grown man cry" and were prompting people to expand basement excavations, "a trend that has been accelerated under this government".

She raised concerns about unsafe conditions for construction workers and Westminster residents living in what she termed "a sea of filth, noise and damaged roads".
