I lost a bit of sympathy for Bob when he started with the excuses (this does my nut in and I'm no good with money)...it's good that he has friends who forced him to sit down and face up to his responsibilities.

I think that the first thing that Bob needs to do is to leave the gambling alone. Betting on horses is not a feasible plan to help get one out of debt. Although I'm sure that many people look to gambling as a quick way to relieve their financial worries and stress, a better plan would be to cut expenses and find a secondary source of income.
