Until an election is called, the ONLY party that is required to present their policies is the governing one.

When they deign to let the country decide who should be Prime Minister then, and only then, must the opposition parties present the alternatives.

If Cameron and Clegg give it all away now, it will certainly be stolen and re-packaged by Labour by next May.
