Seems Robbo has two tongues that speak in entirely different tones for two different teams...

Being in the media, if you didn't know the fact that there were host number of clubs already punished by FIFA for similar mistakes, then i have to say i read the most naivest (don't know if i can strect that word that way) article ever.

Italian club Roma had a similar ruling against them in 2004, Swiss club FC Sion were handed a similar ban in april, in which the recipient club were Chelsea. (http://news.bbc.co.uk/sport2/hi/football/teams/c/chelsea/8239141.stm)
May be you are trying to call this a witch hunt against English clubs by FIFA and UEFA, but we won't be fooled anymore. FIFA came into action because the French club lodged and appeal, else, i am sure they wouldn't have intervened. If Chelsea did not deserve any punishment, then Fifa wouldn't have punished them at all... Lodging the appeal to CAS is just about postponing the punishment so that they can hire some new players in janaury, or getting the ban reduced to one transfer window.

there are more than willing arsenal fans to live there...
