Before and after 10:26am on 10 Jul 2009 I understand that excess skin like this develops when weight loss is too rapid for the body to adapt too. Perhaps the NHS needs to do more than just pay for gastric band surgery - they should also be responsible for the plastic surgery required to remove the excess skin on this young man.
