Unhappy New Year? 1:54pm on 01 Jan 2009 I think European Union needs a minister of economy, well, it's not thinkable to have one for the whole EU, it will be enough to have one for the eurozone.

If the Lisbon Treaty will get in, there is a way for a common governing of economy: enhanced cooperation.

So we need to give actual powers to the head of the eurozone, which means the possibility of imposing taxes and of making debts. This will create a federal compensation to the "stupidity pact", more or less as US has (in time of recession the 50 States cut their spending but this is, sometimes..., compensated by the Federal Government). And we need a way to control how the whole stuff is managed, which means giving the European Parliament the power to really check it. Well, not the European Parliament as a whole, but a subset of its MEPs, just the MEPs from the countries which joined the enhanced cooperation.

Note that this can be a solution also in case the Lisbon Treaty will be eventually rejected.

Let's leave the common rules as they are and let's create a scope limited enhanced cooperation.

Formally you will have the EU with a Commission, a Parliament and a Council on one side, and a Government and a Parliament of the enhanced cooperation on the other. Formally the European Council and Parliament will lend the places where to keep their meetings to the Government and Parliament of the enhanced cooperation. Actually this will be only a formality because the Government and Parliament of the enhanced cooperation will be just a subset of the Council and Parliament of the EU (with the important difference that the head of the Government of the enhanced cooperation will stay for five years and could be elected again one time, no more).

Of course this will make things even much more complicated than they are, but, how to say... Americans did it simple writing down a federal Constitution before the proper time... and they got a civil war...
Ring out the old 2:16pm on 31 Dec 2008 In my view the problem of referenda is quite simple:
the people asked to answer to a referendum should be at the same level of the referendum.

So if you do a national referendum you should ask to your national people, if you do an European referendum you should ask to European people. This mean that EVERY treaty, named or not "constitutional", should be eventually approved or rejected by a referendum, but not by the sum of 27 national referenda, what I am talking about is an European referendum in which the majority of Europeans who express a yes or no wins, not a referendum where you have to sum 27 little majorities.

The problem in such a kind of referendum is that even with a clear majority of Europeans voting yes or no, at a national level there can be local results not coherent with European one.

What happens for example if 51% of Europeans voted yes while 51% of French vote no? The treaty would become effective anyway and the French would be asked to vote again after 3 months with a difference in respect to the first time: the second time they will be asked to accept AND remain in the Union or to reject ANS go.

In this way the European referendum will have a real impact both with a positive or negative result, while the national freedom will be preserved: if you don't like the common rules you are not compeled to remain, you can go, freely.
Sarkozy's amour propre 07:04am on 14 Dec 2008 I do not like too much hyper politicians, but maybe in this case it can be useful for European people to have this man around.

I mean that it's clear that Mr. Sarkozy wants to be the "European President", the first one if it's possible... personally I think that ending the homeless circus of the temporary presidencies would be a good thing, and I think it's good to have European leaders whose ambition brings them to backing this reform__personally I do not believe to politicians doing any good because of moral strength, I think that if they do the good is because the goals of their ambition, for a limited period of time, coincide with the good of the citizens, and when this coincidence ends up there must be a way to kick them out... so I would even be able to tolerate Mr. Sarkozy as a Council President if this was necessary to have that reform... to tolerate for 2 and a half years, not a minute more.
A European Obama? 09:49am on 14 Nov 2008 How can we have an 'Obama' President in Europe if we haven't even a President?

Our (Italian) Prime Minister is much more suntanned than Obama and his racist joke was a clear proof of his identification with the main character of an 80s US movie titled "Soul Man", unfortunatly without any happy-end redemption... and unfortunatly for us his heavy make-up seems also to hamper his ability to clearly understand who are our allies, and who are not...
Don't blame the ref? 08:05am on 11 Nov 2008 I've read many Italian cases of fraud among those 100 stressed by the critics.
I don't know if in Britain, or in the rest of Europe, people really understand which is the actual state of (un)justice in Italy. I think it's hard to believe that the organized crime has as much power as it really has if you don't leave in Italy. Unfortunately most of the information about this matter is available only in Italian, and unfortunately is very difficult to believe to people which are not used to the Italian situation.

Stealing European founds is one of the main activities of the corrupted Italian local and national administration which too often is deeply linked with the organized crime.

There is a very good book about the history and development of organized crime in Italy during the last 200 years titled "Il ritorno del Principe" unfortunately it's just in Italian.

So if Britons and other European people want to save their money and their country from the Italian cancer which is eating our country you have just two choices:
1. destroying the EU completely and eliminating also any form of cross border free trade (yes a free trade area will be as evil as the present EU on this point),
2. creating some kind of FBI on the European level able to destroy the organized crime active in Italy (and perhaps in the east, but I don't know to much those situations) before it will expand in the rest of Europe, and if do not destroy it today, it will diffuse in the same way it diffused from the south of Italy to the north when we were so arrogant to think it would never had happened to us.
