If Gustav turns into a major disaster and the Republicans are meanwhile holding a convention, they'll look like they're fiddling while Rome burns - with or without GWB. After all the emotion and optimism of the Democratic convention, the last thing John McCain and the GOP would want is a convention with a big storm cloud hanging over them (literally and figuratively.)
