Flash, Bang, Wallop - what a picture! 10:17pm on 20 May 2008 It is much worse than your program portrays. The 'Independent 'Adjudicators attend British Parking Association meetings giving advice to Councils and give no equivalent advice to the motorist. But then the adjudicators are appointed by all the DPE councils working together through the NPASJC (Joint Committee). A council has to be a member of NPASJC to run DPE. Councils up and down the country are using identical 'spin' answers to to try wriggle out of illegal signage issues, there seems to be obvious collusion going one here.
The QC you interviewed is obviously highly skilled and knowledgeable but he only scratched the surface - and I am sure he knows that. But the general public doesn't have a clue about how pervasive and organised this 'robbery' is.

A lot of theses are administered by Private Parking Companies who also take cash from it. Their 'fines' are just unenforceable invoices. Provided it was not a clamping site I would just pay the minimum ticket fee and let them give me a 'fine'. There is much law both Case and Statute about this - Check out, inter alia, Dunlop Pneumatic Tyre Co. Ltd. v. New Garage and Motor Co. Ltd. (1915). many PPCs break several laws IMV including Fraud and Harrassment. Report them to the police and the police will tell you it is a civil matter. PPCs are an institionalised scandal that HMG will do nothing about. IMV the the NHS is part of this by signing contracts with them. ANY lawyer will tell you the reality (or see pepipoo) but the NHS has ignored how their patients will be exploited. It is an absolute disgrace. Well Done Wales !
Movable Type Comments 01:34am on 15 Feb 2008 I am of the opinion that there is what amounts to a whole industry out there that relies of the cash flow from 'extraneous' DDs.
Besides the the typical annual recurring stuff - anyone had their car insurance automatically renewed when in fact they were going to change companies - there have been far too many instances of DDs being taken without authorisation from the account holder. Last I looked into was this a few years ago and IIRC there was (is ?) a DD AUD (?) whereby DDs are setup/taken on an institution to institution basis.
Do it enough and besides the wrong debits that never get found out by the account holder if you tale long enough to resolve queries/refunds and do it cheaply enough then you have a very nice cash flow.

never mind the plain snafus, and double runs (which also improve cash flow) though the ones I have seen have been because on a IT system mess up).

Extra payment of several pounds for a non DD is a joke, but well under the scandal of the 30 quid letters. If there is a way to squeeze extra cash out people, such as this non DD surcharge, then companies banks will use it.

you have to stay on top of DDs, the more you have the more time you need to do it.

Eddie you missed a big one here. Good groundwork in getting Ms Cooper to declare the need for detailed review of legislation as she back-tracked and hopped wildly to avoid tripping over HMGs volte-face on their 'consulting error'.

Detailed review is essential after all - unless it is the Lisbon Treaty which is being pushed through using methods designed to stifle discussion let alone review.

Talk about 'when it suits' - a screaming display of mendacity from a senior government figure. No wonder she fits right into the centre of government.

(as if the 'housing' thing wasn't bad enough..)

Spin IS gone - it is replaced with bare faced cheek and a 'I don't care because you can't touch me for it attitude' !
Movable Type Comments 12:03pm on 07 Feb 2008 I was stunned to find out how low reading has sunk, even up the 'gold standard' A level. The remark about the extreme rarity of finding a university candidate who is 'well read' was very telling.

Movable Type Comments 11:39pm on 05 Feb 2008 Addition of flouride started just after development of nuclear power. Flourides are a huge by-product of the fuel refinement process. Why pay to dispose of the stuff when you can charge for putting it the water supply ?
Just a short time ago we hear all the noises about the future of power supply in the UK and lo and behold now we have the old (very old) flouride story getting re-addressed and coverage on PM. Talk about media management and softening up public opinion !

As many have said flouride 'effectiveness' is far from 'solid'.
Unless you listen to the government that is. By definition everything you hear from any Government falls into these categories:-
1) It is self serving
2) It is just PR.

Maybe the flouride story is part of the price to get EDF to build nuclear power stations for us ?
