The BBC has learnt that the Prime Minister will announce, perhaps as soon as tomorrow, the setting up of a judge led inquiry into allegations that british security services were complicit in the torture of terror suspects. The inquiry will offer compensation to those peope who are found to have been the victims of torture carried out by foreign security services but with the knowledge of intelligence officials.
