    The truth is that

    1. shop lifters are often v. poor. Even T. Blair said he'd let a single mum on benefits off (before he was elected of course)

    2. shop waste far exceeds pilfering by customers.

    3. in a high tech society which has exported all its proper jobs, being 'in security' was one of the few ways you can put people on the payroll (ie give them a few quid to join in the (now erstwhile) security.)
