The BBC licence...to be or not to be, free?

In response to what Mick Penning told us, TV Licensing says
'We ask people to let us know if they don't have a television in order to keep our records up to date. If people don't do this, then they may receive letters aimed at evaders.'

Because the licence fee is on each address, I have to pay twice. Next year when my son goes to University I will probably need 3 licence fees.

I never ever heard of anyone on a boat, on a canal who ever paid for a licence for a TV in my life. Get a boat and you dont need a licence, honest.

I would happily pay more, than the current amount. I love what the BBC does, more in terms of radio and online. I can't imagine what it would be like otherwise- I hope not like ITV or SKy which are awful.

Mick Penning states that they only ask people without a Television inform them of this in order to keep their records up to date. I would like to tell people the truth which is -
1: You don't need a BBC TV Licence in order to own a TV however you do need one in order to receive "live" TV signals.
2: If you inform them you don't need a BBC TV Licence they'll still insist on visiting you because they don't believe the public. The BBC TV Licence people believe everyone without a licence is guilty until they have proven them innocent!. This has been discussed in Parliament where they agreed the public aren't obliged to let these people into their houses although Mick Penning wont tell you this....
3: Mick Penning it's spelt Licensing not "Licencing"
