Are police bogged down by paperwork ?

Lots of serving officers have contacted 5 Live to agree that paperwork and fear of criticism are stopping them from doing their jobs properly. One listener told us "We are too busy dealing with the targets we have been set and dealing with petty incidents years ago we would have not bothered with"

The Home Secretary Jacqui Smith told us she would tackle red tape so that police could concentrate on solving crime. She was also challenged about crime statistics after claiming violent crime has fallen.
