The Council believes there should be a service licence for BBC services in Scotland to help them work more efficiently together, and make it easier to show the value they represent for licence payers in Scotland.

Coverage of the public policy agenda in Scotland should be improved. Discussion of proposed changes in the legal system, the school curriculum, land ownership and the law on marriage and civil partnership are not covered on the networks, so comprehensive coverage of them on Scottish services is important for delivery of the public purposes.

Content specifically for audiences in Scotland should be sustained and automatically included when any new transmission formats, like HD, are introduced so that viewers can access their national content at the top of the EPG.
