BBC Five Live Olympics Extra – draft service licence
This consultation below ran from 15 August to 21 September 2011. We will review comments made and use these to provide further guidance to the BBC Executive on this service if necessary and to amend the final service licence which will be issued by the Trust prior to the service launch in July 2012.
Introduction
The BBC Trust's responsibility is to get the best out of the BBC for licence fee payers. We are responsible for governing the BBC's services and other activities. This includes scrutinising proposals from the BBC Executive to change or launch BBC services.
In July 2011 the BBC Trust approved plans by the BBC to launch temporary services and offers to provide full coverage of the London Olympics in 2012, including an extension of the hours of BBC Three. The Trust decided that the plans do not represent a significant change to the UK Public Services and so do not call for a Public Value Test ("PVT"). We have published an explanation of our decision.

However, the plans to launch a temporary DAB radio service - BBC Five Live Olympics Extra – which will be operational in July and August 2012 - mean that the Trust will issue a service licence to cover this and we must consult publicly on the licence before doing so.
The Trust has already given approval to launch this temporary service and therefore the purpose of this public consultation is to invite comments on the proposed remit, scope and other planned characteristics of this service as set out in its draft service licence which we have published.
