On-demand services supporting evidence

Following completion of the first Public Value Test (PVT), the BBC Trust on 25 April 2007 approved the BBC Executive's on-demand proposals, subject to modifications.

In line with our duties on transparency and openness, we have made the minimum necessary redactions of confidential and commercially sensitive material in the documents we have released. We have made every effort to publish as much as possible of the evidence supporting the BBC Executive's application. We have concluded that it is not appropriate to publish all the independent reports commissioned by the BBC Executive and Trust because of their commercial value to the BBC and the unearned advantage their publication might provide for others in the industry. However, we have taken care to satisfy ourselves that the comments made on these reports in our documents are a fair representation of their contents.
