BBC Five live Olympics Extra Part l: Key characteristics of the service 1. Remit The remit of 5 live Olympics Extra is to provide a greater choice of live Olympic sport for listeners for the duration of the 2012 Olympic Games. This service should aim to maximise the value delivered to licence fee payers from the Olympics by offering alternative coverage to that provided on other BBC services. Output should be focussed on live coverage with catch-up output offered at times when no live coverage is available. 2. Scope of the Licence 5 live Olympics Extra should be available from 23 July to 15 August 2012. It should be available for general reception across the UK on DAB digital radio and online. The service may offer its programmes streamed on-demand for a limited period after broadcast. It may also offer broadcast radio content for download for an unlimited period of time after broadcast,1and provide other interactive station and programme-related content via Broadcast audio programmes may be visually enhanced, though this enhancement should not include the commercial purchase of unrelated video rights. 3. Service budget 5 live Olympics Extra has a service budget of £200,000. Any planned or actual change in expenditure on the service of more than 10% in real value would require approval from the BBC Trust. 1 This must not include unabridged readings of published works nor full track commercial music nor classical music, even if recorded by the BBC. Download of classical music in the form of incidental music, signature tunes or clips of up to two minutes duration within speech based programmes with a specifically musical theme is permitted. 4. Overview of aims and objectives 5 live Olympics Extra content should exhibit some or all of the following characteristics: high quality, original, challenging, innovative and engaging. The network should also nurture UK talent. 5 live Olympics Extra should exploit the BBC’s ownership of Olympic radio rights by covering Olympic events that cannot be accommodated by BBC Radio Five Live. The station should carry event commentary scheduled to complement Radio 5 live and 5 live Sports Extra coverage. 5 live Olympics Extra should aim to serve sports fans of all ages and encourage radio listening via digital platforms. The broadcast output should be supported by a complementary online service so that users of 5 live Olympics Extra’s content are introduced to other parts of bbc.co.uk. Part II: Contribution to public value 5. Contribution to the promotion of the BBC’s public purposes 5.1 Reflecting the UK’s nations, regions and communities 5 live Olympics Extra should contribute to this purpose amongst its audience by extending the availability of high quality coverage of the 2012 Olympic Games and by offering coverage of a broader range of sports and competitors. In doing so, the network should stimulate, support and reflect the diversity of cultural activity in the UK. 5.2 Bringing the UK to the world and the world to the UK 5 live Olympics Extra will play its part in this purpose by providing additional live coverage of a major international sporting event. 5.3 Stimulating creativity and cultural excellence 5 live Olympics Extra should contribute to this purpose amongst its audience by aiming to cultivate sports broadcasting and production talent for the industry. 5.4 Emerging communications The BBC’s sixth public purpose is defined in the Charter as "in promoting its other purposes, helping to deliver to the public the benefit of emerging communications technologies and services and, in addition, taking a leading role in the switchover to digital television". 5 live Olympics Extra should contribute to this purpose primarily through the promotion of DAB digital radio. 6. Annexes to this Licence 6.1 Annex I – Performance assessment The BBC Trust has the function of assessing the performance of the Executive Board in delivering the BBC’s services and activities and holding the Executive Board to account for its performance. To assess the performance of 5 live Olympics Extra, the BBC will gather data on quality, reach and impact of this service for assessment following the event.
