Meninsky was one of a number of eastern European Jewish artists who moved to the United Kingdom around the end of the 19th century to escape persecution. He settled in Liverpool with his family, before studying at the Royal College of Art in London. Meninsky was a greatly respected teacher of drawing, spending much of his working life at the Westminster School of Art in London.
