The subject is the Merthyr MP Henry Richard, known as the Apostle of Peace.
A Scottish artist who worked for George Frederick Harris and his father. After he fell out with them he opened a rival portrait business in Merthyr Tydfil. He took both Harrises to court over a painting of himself that appeared in their shop window suggesting he was a drunkard, although the case was dismissed.
