Born in Warrington and educated at Heathside School, James Locker joined his father, Thomas, in the establishment of wire manufacturers Thomas Locker and Company Limited in Church Street, later becoming chairman of the Private Limited Company in 1900.
He was heavily involved in education in the town, being governor of the Parochial School in Church Street and also governor of the local Grammar School. He was also a member of St Pauls and the Parish Church and Vice President of the Warrington Works' Bowling Association. He became a Justice of the Peace in 1909.
