The objectives the BBC is working towards and the actions it will take in the period 2011/12.

Overarching objective

  • Develop and start implementing a costed and compelling plan to deliver Putting Quality First within the new licence fee settlement (‘Delivering Quality First’) (Submit proposals to the Trust no later than September 2011)

Putting quality first and doing fewer things better

  • Improve the quality and distinctiveness of our output with more of it focussed on the BBC’s five editorial priorities, whilst maintaining reach (Quality and Distinctiveness metrics - primarily AIs and ‘fresh and new’)

Action: Implement the Trust Review conclusions for BBC One, BBC Two, BBC Four, Radio 1, 2, 3, 4, 7 and Red Button

  • Spend less on a more focused and higher quality website (Quality measures improved as changes progress)

Action: Implement the new Online strategy and monitor progress at Online Direction Group and Executive Board

Making the licence fee work harder

  • Improve how we run the BBC and increase value for money for licence fee payers (Value measures; savings targets; senior manager targets)

Action: Start delivering 25% overheads reduction target

Action: Implement BBC Worldwide strategy, increasing international revenues to two thirds of total

Guaranteeing access

  • Meet audiences’ expectations by progressing key digital projects (Milestones met for actions)

    Action: Successfully launch YouView

Action: Develop an editorial strategy for IPTV

Action: Work with Government and other stakeholders to deliver a digital roadmap for radio and broadband

Working together

  • Keep major projects (Salford, W1, 2012, Fabric) on track (Measured against project plan milestones)

Action: Officially open BBC North and successfully implement Fabric, pioneering more efficient and simpler ways of working

  • Complete pan-BBC reorganisation to deliver VFM and simplicity

Action: Plan for and begin greater integration of News (domestic and global)

  • Improve communications and engagement with the whole BBC (Staff survey metrics)

Action: Engage the whole BBC in Delivering Quality First
