Roles and responsibilities

  • Charlie leads the finance team for the Finance and Operations division which includes: Finance, Technology, Property, Human Resources, Licence Fee Unit, Archive, Legal, Procurement, Internal Audit functions.  Charlie’s team is also responsible for financial management of the BBC’s capital plan and the associated capital and business change project portfolio.
  • The divisional finance team is responsible for: budgets; capital planning; financial controls; performance improvement; benchmarking, cost reduction targets; headcount budgets; and management reporting.
  • Charlie is a statutory director of BBC Commercial Holdings Limited and BBC Ventures Group Limited with oversight of the capital structure, disposals and acquisitions, and restructuring activity in this part of the BBC Group.  
  • Charlie is responsible for the funding and risk management arrangements for the BBC's defined benefit pension scheme, as agreed with the Pension Scheme’s Trustee Board.

Expenses and central bookings

Expenses are costs incurred by BBC staff on behalf of the BBC and claimed through the BBC's expenses system (e-expenses). Central bookings are costs incurred on behalf of the BBC and booked through the BBC's central bookings system. Both expenses and central bookings are published every three months.

A summary is published where there is something to declare and where there is nothing to declare. Occasionally an individual will have something to declare but due to the personal nature of the declaration we do not publish details as to do so would breach the Data Protection Act.
